spec: the double quotes enclosing "wrap around" are not symmetrical

and looks they both are two single quotes.

The issue is that we use that one weird quoting style only once in the spec:

and programs may rely on ``wrap around''.

(using two backticks to open, and then two apostrophes to close.)

But elsewhere we don't use that style. Here are straight quotes:

For instance, some architectures provide a "fused multiply and add" (FMA)
...
"If" statements specify

I see no curly quotes in the document at least, so we only have two styles present, and only barely two.
