Ruby Dates not being parsed with +0000 timezone #527

Attached is testcase which tries to parse RubyDates which were gathered from 
Twitter.

It fails on all dates gathered from Twitter, it works when I change the 
timezone from +0000 to -0000

I'm checked-out on the release tag.
