Provider doesn't update hardware profile after change

Required by Gamerhash.

Hardware info in Offer is taken from hardware.json file which is generate once at first start.
Hardware profiles mechanics is fine if someone wants to control resources manually, but in most cases he just wants to sell what he currently has.

Consider changing Provider implementation:

• Provider should be able to generate Offer with resources not taken from hardware.json
• We should still support old path
• Check if hardware initialization reports free RAM or available (we would rather expect available)
