Added ability to generate excited states using deflation.

Only one thing to change in a doc string. Beside that, I also see that you have made changes to how we handle initial state circuits. I am for those changes as it is the first step to decouple them from the ansatz generation.

A few things that I think require a bit more comments, with some observations that hold for multiple files.

I think our notebook on excited states should definitely talk about deflation and how to use the value of this parameter.
