Though this shows zip data, in order to make this useable, we need to change how we draw its county and adjacent areas such that they are still visible and have a mouse-over highlight effect.
Z-order is important so let's draw the zip data behind the county. When a county is selected, make that county transparent. Also fix date navigation if we're already looking at zips.
