This driver works also on Windows Arm64 (Surface Pro X). I cannot find any way to start the Android Emulator on Windows Arm64 i always get Unknown errror.

Sorry no. This driver only works for Intel/AMD. You can open a feature request to the Android Emulator team using issuetracker.google.com though.
