Update zoneinfo files to 2022c-1-gaca1a70. (#230)

Pick up the "Fix some post-1970 PACKRATLIST glitches" commit from upstream tz. This makes the backzone rules we enabled in response to the 2022b "duplicate-since-1970" moves now really match the default rules on all post-1970 timestamps in all zones. See eggert/tz@aca1a70.
