Now that the mono repo is fully merged, clean up some of the scripts.

  1. Remove the ability to build Graal from source. We didn't need it for the release and hopefully we won't ever go back to that.
  2. Rework the logging during npm publication so that all messages from a particular publish job write to the file sequentially.
  3. Add more deployment instructions.
