Turn off the auto-inclusion of externs for most type-checking unit tests

In my experiment, this decreased the time to run all the unit tests in this
file from ~38s to ~12s.  Anecdotally, I also find it clearer to follow
test cases that include all of the relevant code that they are relying on
typechecking.
