question: Should we be using github actions or should we mirror this repo on google git and run that kind of job in our own infra? That would be harder but also we then wouldn't have to pay for Github infra as it grows?

If you have deep knowledge around how to do that in the Google's infra, please do so!

we can use our internal go/kokoro service for this and it can also release to depot_tools maybe with some effot
