Scons install doesn't seem to install header (*.h) files correctly #1

When I tried to use double-conversion with hhvm building process, I was required to manually copy *.h files to respected folders. Otherwise hhvm build was unable to locate them.

I would appreciate help. There is no "one h-file" that could be copied.
Where would they need to be?
