This is specifically API commands that call other API commands.

For command-buffer commands in Vulkan, everything still works.

This allows us to do state/memory/resource requests for commands
that are grouped under other commands.

* Change the location of the dmgbuild to update the build machine to Big-sur
and use python3 explicitly for pip
