Since the format is a string, but a little more strict, add a helper class that should make it easier to deal with this and not have mistakes. - New class. - Tests for the class. - Wired into runtime. - Wired into generation.
- CloudSpeechAPI got renamed Speech (server side, just following along) - Freebase was dropped from discovery. - CloudBuild and CloudRuntimeConfig pick up the use of the new duration object.
