Prepare for Bazel incompatible changes

Fixes googletest for upcoming `--incompatible_load_cc_rules_from_bzl` (bazelbuild/bazel#8743) and `--incompatible_load_python_rules_from_bzl` (bazelbuild/bazel#9006).
