Maybe I'm reading it wrong but this seems benchmarked on instances with 2-3 vehicles, 5-10 orders?

The largest VRP test in that Amazon team benchmark was 8 by 8 map, 5 orders

I do not trust the results. Especially, I do not trust they used the best parameters. And I know it does not scale. As I said before, we may incorporate RL, but for now, it is not useful.
