This is the first in a multi-part pull request to migrate OSV.dev
documentation. Please see [original one part pull
request](#1185) if you are curious
about previous comments.

This pull request does the following:

1. Adds github pages site. 
2. Moves information from the README to the github page. 

Nothing is deleted. Current docs should be unaffected.
