FYI the linked PR isn't actually part of 0.31.3 or any release yet, we're hoping to release soon, but you could point to that sha instead for the time being |

Prior to bazelbuild/rules_apple#1191, the macOS test runner's architecture is hardcoded to x86_64. This should let us run unit tests on M1 macs.
