Initial implementation of libshaderc_spvc and spvc

libshaderc_spvc is a library that wraps the spirv-cross library, similar to how libshaderc wraps glslang.
The wrapping will provide more secure input parsing and validation and the ability to hook in spirv-opt.
spvc is a command line implemented on libshaderc_spvc. It is analogous to the spirv-cross command line tool.
