A bucket we relied on for some smoke tests got deleted. This caused #2697 and #2698. Once these assets find a new home I will re-enable the tests.

A bucket that we rely on was accidentally deleted. Until this
assests find a new home, we should skip these tests. This affected
client libraries in other languages as well.
