  1. Prep translate docs for repo split. 

    - Move docs from 'docs/translate' into 'translate/docs' and leave symlink.
- Harmonize / DRY 'translate/README.rst' and 'translate/docs/index.rst'.
- Ensure that docs still build from top-level.
