3.10 dev builds are out. It would be good to have the pipeline for releasing these done before it goes GA.

This is happening for mac and windows. manylinux images do not contain 3.10 yet.

Note that cffi is not yet releasing binary wheels for 3.10.x: if we are going to tackle this, we need to either urge / help them fix that, or work out how to get our CI/CD environment configured to support building from source for 3.10.x (see #70).

Update: I've just looked through the cffi tracker, and it seems very unlikely they will be releasing binary wheels before the release of Python 3.10.0: they previously refused to do so for Python 3.9.0rc1, for instance.
