High level features:

Available from drop-down list of run/debug configurations
Exposes basic configuration UI (conceivably with skaffold.yaml location, environment variables)
Compatible with maximum number of IDEs (possibly with all of them)
Extensible to support language specific features (build image with JIB for Java etc.)
