It's because of the TT hinting. glyphsLib seems to expect a length 2 Vector when parsing these values, but it's getting length 4 for some of these.

Try clearing all hinting.

This sounds like googlefonts/glyphsLib#447. glyphsLib does not support Glyphs' hinting at all and crashes on newer hinting constructs.
