This PR adds a markdown document with a initial attempt at explaining the privacy of data and who should have access to what. It only addresses two simple data entities with the intention of providing a starting point for documenting further.

Unless they are alumni (e.g. grad student who is a Gordon alum)

This is helpful! We spent a little time the other day sorting out how to hand alumni who are also students, so the document should reflect that.
