We need to fix what the admin can and can't do with checking in and checking out.
An admin should be able to operate as RD for everything basically.

UPDATE: After meeting with MC, it was decided that Admin's should also be able to Archive RCI's. That link currently throws an error for Admins who try to "Archive RCI's"

I tried archiving as an Admin and it worked.
I have also been able to sign rcis as an Admin with no problem. I probably fixed this at some point, but forgot to update this issue. So.... closing....
