docs: supported gitlab versions

If applied, this commit will...

• update the docs and bug report template that only GitLab versions 11.7+ are supported

Why is this change being made?

• the docs were updated
• the gitlab sdk was updated to the latest version go-gitlab v0.19.0

Provide links to any relevant tickets, URLs or other resources

• will close Failing to create/update release and publish artifacts on GitLab CE #1091
