Is your feature request related to a problem? Please describe.
We need open registration to allow anybody to use gotify as an unifiedpush distributor.

Describe the solution you'd like
Open registration with a parameter to enable/disable it. see #394

Additional context
see https://unifiedpush.org . Fast Forward Solution would be gotify instead of FCM.

To put some more words into why I would like this feature as a potential future user: UnifiedPush is looking very promising and Gotify is its only always online self-hostable backend. Although I could go through the effort of setting one up, I am lazy and would like to try out the other moving parts before deciding on it. Similarly, if I recommend Gotify to my less technical friends, I would like there to be a publicly hostable option for them to choose.

Add registration

Can be enabled via the registration config flag. (disabled per default)
