When installing a component a user has to set "name": false and "location": false in the package.json file to stop the css file generation. Other components can be ignored with the ignore array.

@gov.au/pancake-sass is responsible for generating the sass and the css. This works differently to the other modules. For now this is out of scope and we recommend adding "name": false and "location": false to the pancake css settings in package.json.
