For fixing Japanese serif font selection problem on Windows. The cause is fontconfig-2.8.0's `Bug 43406'.
These patches are from fontconfig git repo. So they will be unnecessary from fontconfig-2.11.91.
Install ttf files only.
`Times New Roman' substitute
for `Nimbus Sans'
Japanese fonts.
Add fonts dependency Add configure option
Remove fonts dependency Remove configure option

Due to Issue 4552, LilyPond's default fonts and configure option are changed. I've made GUB's patch. Would you merge this? |

LilyPond's `make doc' requires some fonts.
So this pull request adding to install them to GUB environment.
