gradifi-win_vagrant_orchestrate Puppet module

This is a module that will bootstrap a windows box with vagrant orchestrate which includes libcurl.dll, openssh, and rsync. This will also install vagrant, and the vagrant plugins that makes vagrant-orchestrate work.
