4.0 Website Changes

A bunch of changes, since preview is broken will share screenshots until we can fix it.

• Adds 4.0 changelog

• Changes banner to watch
• Pins custom components (hacky workaround just for this launch, but maybe can add pinning later)

• Fixes issue with js docs
