add params to gr.Interface and gr.ChatInterface

Adds some missing parameters to gr.Interface and gr.ChatInterface to make them more consistent with each other:

• Adds submit_btn, clear_btn, and stop_btn parameters to gr.Interface to allow customization of these buttons. Closes: Allow renaming the "Clear" and "Submit" buttons in gr.Interface #6961
• Adds head and js to gr.ChatInterface to allow customization. Closes: Add the "head" parameter to ChatInterface as well #7011
