Other types of nodes should work with verification failures

e.g., artifact transforms should probably still execute given that they cannot directly depend on a task via dependsOn.

To demonstrate this with Artifact transforms, we would need a transform that takes test results and transforms them into something else.

If the transform node supported verification failures, the transform would run regardless of the state of the Test task that produced the test results.

I think the current behavior is untested, but its likely the Test task failing prevents the transform from running.
