Decide proper home for data.(Frame) package

We need to figure out what repo the data package will ultimately be in.

I think the obvious choices are:

• The plugin model repo
• Grafana Repo
• Its own repo

@marefr talked about this briefly and our gut said the plugin model repo, but more thought it is needed. Also need to decide what the scope (what belong in) the package should be as per #7.

Is there any rush? My thought/hope is that this could evolve as needed here and when we are ready for other plugins to use it, then find the right home. The choice of where it lives will depend a lot on how we will support plugin versioning.
