Opt-in Regions list is out of date

The list of AWS Opt-in regions in sessions.go does not include the latest AWS Regions. This limits users ability to use the latest AWS regions.
Please see the available region list here.

We will need to consume the new SDK version release in the plugin list below:

While we are re-releasing, let's also downgrade grafana-plugin-sdk-go to its last version to avoid an issue like grafana/athena-datasource#233
It was recently upgraded for all plugins.

Edit: We can target grafana-plugin-sdk-go v0.149.0
Edit: Tested locally, Athena no longer had an issue with freshly-released v0.161.0 so we can try that.
