Update grafana version to 7.3.10

Description

Updates the Grafana version to 7.3.10. Many bugs have been fixed in Grafana 7.3.x: grafana/grafana@v7.3.1...v7.3.10

I don't know what's involved in supporting a new minor version of Grafana with grafana-operator, so this PR only updates to the latest patch version on the currently used minor version, 7.3.
