What would you like to be added:

Currently some datasources like prometheus, cloudwatch have built in dashboards that you can import from the datasource settings page. When you setup grafana entirely in an entirely automated way, such as with the grafana helm chart, these menus are not accessible without granting some users admin priviledges.

It would be nice to have a way to automatically import builtin dashboards without forcing us to create an admin user or manage the dashboards ourselves. Maybe an extra flag on the datasource yaml spec.

Why is this needed:

It just simplifies setting up grafana. With this feature I do not need to either download the dashboard spec and maintain that as it changes with grafana updates or I do not need to grant a user admin privileges at all.
