User Experience:
Visual Impaired users will be confused, unable to understand and face difficulty in relating the content while navigating the page in heading mode of the screen reader as the heading structure/order is not logical.
Note: User credentials should NOT be included in the bug.
Repro steps:
Open #Url: https://play.grafana.org/ Sign in with valid credentials. "Home" page appears. Navigate the Feature Showcase pane heading and select it. Navigate the expanded Dropdown and select the "Edit" menu item. Navigate the page "Edit" page which appears. Navigate to the "All" buttons and select it. Navigate to "Value Mapping" button and expand it. Navigate all the controls present under it. Verify the issue using screen reader. Verify the issue
Actual Result:
Issue: Heading hierarchy is not defined sequentially in the "Time series graphs / Edit Panel" Screen

Heading hierarchy is not sequential in the "Time series graphs / Edit Panel" screen as 'Panel Options' is defined under
<H6>
Heading level just after<H2>
heading text "Simple graph". Due to which Screen reader announces as "Heading level 6 Panel options ".Expected result:
