Loki: Feature and feature toggle removal: lokiFormatQuery

Added in #64337, on July 21, 2022. Consider whether we should release, including steps needed to validate readiness, or remove.

Allows the user to format their loki queries.
Track the usage and gather feedback from users.

As lokiFormatQuery became bigger task than originally planned, we need to re-think if it make sense to:

• continue with the project
• try loki's prettify
• not move with this features
