This PR sets the default value of
enableElasticsearchBackendQueryingto true. This is followed by #54011 and by releasing it and testing it on cloud. We are still keeping the feature toggle and will remove it in ~10.3 release.More info: https://docs.google.com/document/d/1oLfVh54gReZEN9FdlJ0Wuo7Ja8XhSbjJ15FkRisPGs8/edit
