Legend: Add default sort options (similar to tooltip)

A common feature request is adding the ability to set a default sort option for the legend (specifically for the timeseries panel but this could also apply for other panel types)

See this user's more than reasonable feature request :)

Investigate adding default sorting options in legend settings. We should also consider the graph render behavior (whether or not to support sorted legend order to impact series order)

+1 this is a basic feature that is really needed for many use cases - incl. in both Time Series panels, but also e.g. Pie Charts
