Logs: Improve usage of logging features by internal data source plugins

Following up on #67636

Smaller taks, possibly can be done as side tasks in Q3:

• Logs: Add a table to logs-plugin-maturity dashboard where we can order data source plugins by popularity of showing log results in Explore #73566
• Create a tutorial/docs on for internal developers about tiers and features and how to use them. Similar to https://grafana.com/docs/grafana/next/developers/plugins/create-a-grafana-plugin/develop-a-plugin/build-a-logs-data-source-plugin/, but with more context @ivanahuckova
• Share tutorial docs in plugin work group. Also ask if they would consider giving us a small capacity in Q4 to work on helping us update 1 log plugin by each squad @ivanahuckova
• Logs: Document which logging features are available for app plugins #73567

Q4 possible tasks:

• Pick 1 data source maintain by each squad and who will be helping them update it and what features/improvements will be done
• Figure out if we can measure improvements
  • E.g. adding annotations when some of the features are implemented
  • Add new metrics?
