Plugins: Enable managedPluginsInstall by default #84721

What is this feature?

Manged plugin install have being enabled in 100% of cloud instances by default for some time already and it's working well. Therefore we are changing this to "General Availability" stage and enabling it by default.

Why do we need this feature?

To allow cloud users to install a plugin without having to go to grafana.com

Who is this feature for?

Plugin catalog users.

Which issue(s) does this PR fix?:
