Grizzly Not Applying General Dashboards to Grafana #175

Malcom and I did a test today and were unable to place general dashboards in a new Grafana instance due to a bug

For background: if we run grr pull -d somedir, it pulls most dashboards into somedir/dashboards/$folder/, but those in the General folder end up in somedir/dashboards which grr apply doesn't find.

Secondly, moving the dashboards into somedir/dashboards/general doesn't fix it as these downloaded dashboards don't have their folder metadata entry set to general.
