An unqualified path seems to fail. An explicit relative path loads the CSV file successfully.
Combines external modules into a single compatbility layer bundle. Included modules are determined at convert time. This should eliminate redundant code from shared dependencies of external modules.
Replaced with convert time consolidated bundling.
