Include the Fluent-Bit Loki plugin as binary in the releases

Is your feature request related to a problem? Please describe.
I want to setup fluent-bit on windows with the Loki plugin, but there is no precompiled plugin.
As there is also no make command to compile to windows, I'm failing to compile it myself.

Describe the solution you'd like
I really like to see a official download under releases or a make command to build the plugin for windows.

Describe alternatives you've considered
For the moment I have fallen back on the original code, before it has been sponsored.

I'm in the same spot. I tried updating the Make file so building the fluent-bit plugin would target Windows arch and use mingw32, etc.... but no dice. Using the file it generates in fluent-bit just causes it to hang.
