Added S3 and Dynamo backends to the Loki Operational dashboard. I opted to not make them configurable due to the difficulty of updating this dashboard in the future. |

What this PR does / why we need it:
This PR adds two dashboards to the Loki ksonnet mixin: "Loki Operational" and "Logs".
The logs dashboard is a general purpose dashboard designed to make use of the Loki log panel and allow a user to view logs and high level metrics simultaneously.
The operational dashboard is a complete view of operational Loki. It includes high level information as well as rows designed to dig deeper on the various components: Ingesters, Queriers, Distributors, Memcached, etc.
One concern: The operational dashboard is an opinionated dashboard that includes BigTable metrics. If this belongs in a different repo and not the Loki public one. Let me know.
