In order to prevent blocks on disk to become orphaned after restarts, we load them into the cache on startup. The cache takes care of evicting/cleaning items when the max cache size is reached. Signed-off-by: Christian Haudum <christian.haudum@gmail.com>

What this PR does / why we need it:
