I found this after debugging the scheduler<>querier connections and noticed we were failing grpc health checks. This caused deletion/recreation of the clients very often and resulted in some nasty internal errors. Here I'm globally instantiating it, similar to Cortex. This works well as we've added additional grpc connection points.
