Expose ring and memberlist handlers through internal server listener #7436

What this PR does / why we need it:
Adds support to expose the ring and memberlist HTTP handlers additionally through the internal server listener. This ensures that we can access these handlers for debugging purposes in the event of the main handler under heavy traffic.
